Budget Update #27

There continues to be little progress on a state budget for 2010/11.

The university's fiscal year began on July 1, and the President's Budget Advisory Committee recommended and President Weber approved a 2010/11 budget that assumes no change from last year's state appropriation. We do not know what the final state budget will actually be, nor do we know when it will be enacted.

There was however recent approval by the Legislative Budget Conference Committee for full funding of Gov. Schwarzneggar's May budget proposal for higher education. This proposal from Democratic leaders, which relies on several tax solutions, has not been well received either by Republicans or by the Governor.

The CSU has indicated to the Legislature and Governor that universities within the system would increase enrollment if additional state funding is received, thus a special, contingent spring admission cycle for local transfer students has been established in the event that additional funding is actually provided. Much discussion is yet to occur and again there is no way to predict the final outcome.

Faced with these continuing uncertainties and in consultation with PBAC, San Diego State University has been prudent with our budget assumptions and with our expenditures across the University. We have been particularly sensitive to meeting current reduction requirements while also remaining prepared for sudden or unforeseen future reductions imposed by the state.

We believe this conservative approach has served us well in past budget reductions and will continue to protect us in the current circumstances. Our highest priority remains to preserve jobs in order to provide adequate instruction and support to our students.
